The Iowa Department of Natural Resources is proposing new rules to Chapter 48 addressing geothermal heat loop boreholes. To learn more about these proposed changes:

View a copy of the February 15th Environmental Protection Commission (EPC) Agenda Item No. 10 This document includes the latest version of proposed 567 – Iowa Administrative Code Chapter 48 “Ground Heat Exchange (GHEX) Loop Borehole Systems” as well as specific rule amendments proposed for 567—Iowa Administrative Code Chapters 38, 39, 49, and 82. The proposed new chapter of rules along with the associated rule amendments would remove geothermal heat loop drilling from the current rule location found in Chapter 49 “Nonpublic Water Supply Wells” and require the use of the proposed Chapter 48 rules for the construction of all geothermal heat loop boreholes. In addition, the rule amendments provide for specific contractor certification requirements, construction permitting requirements, and borehole/loop abandonment/plugging requirements.
Agenda Item No. 10 will be presented to the Commission as a decision item at their February 15, 2011 meeting. We will ask for the Commission to approve the rulemaking and allow us to move forward in the process and schedule/hold public hearings to obtain additional statewide stakeholder comments.
